Waivers
Please note: Waiver Applications for the 25/26 school year will open on March 18, 2025.
Decisions on waivers will be made by June 30, 2025.
Students currently on a waiver do not reapply each year to remain at the same school. The student's status is reviewed throughout the year and parents will be notified if a student is in jeopardy of going on Waiver Probation or having their waiver revoked.
Students moving school levels from 5th (Elementary) to 6th (MIddle) and from 8th (Middle) to 9th (High) will be reviewed in February by the receiving Principal. Parents will be notified prior to the opening of the upcoming waiver window if the student's waiver to the new school has been approved or denied.
There are two types of waiver applications.
1) Out-of-district waivers are for students who live outside of the Carroll County Schools attendance area.
The annual Nonresident Enrollment Fee is $350 per family and must be paid before the first day of enrollment.
2) In-district waivers are for students who live inside the Carroll County Schools attendance area but wish to attend a different Carroll County School from their zoned school.
For a student's waiver to be approved, he/she must meet the following criteria:
Parent must complete a waiver request to attend the school outside their attendance area.
It is determined the school requested has available space. Available space is determined by reviewing total school enrollment including enrollment in each grade and class as well as considering projected growth for the year.
The student has a history of positive behavior and excellent attendance. The student must be strong academically and/or actively contribute to the life of the school.
Student and parent/s (Guardian) will maintain a cooperative and positive working relationship with the school.
Parent must provide transportation as district does not transport students outside the assigned attendance zone.
Continued enrollment at the school shall be contingent on maintaining the above criteria. The criteria will be reviewed by the school at the end of each grading period and prior to the student moving to a feeder school.

Step 1 - Gather Required Documentation and Prepare for Upload
Birth Certificate
Social Security Card
GA 3231 Immunization Form
GA 3300 Eye, Ear, Dental, Nutrition Form
2 Proofs of Residence (current within 30 days)
Parent ID
Guardianship / Legal paperwork (if applicable)
Grades, discipline records, and attendance records from previous school for at least one school year. If no discipline records are available, a statement from the school stating no entries in the discipline record is required. (Applications without this information will not be considered.)
Step 2 - Complete Online Application and Upload Required Documentation

Step 3 - Your waiver application will be evaluated based on several factors including availability in your selected Carroll County School.
After completing your online application, you will receive a confirmation email from the Student Enrollment Center. The email will come from noreply@carrollcountyschools.com. Please check your spam folder if you do not see the email in your inbox.

Step 4 - Tuition Payment (if Out-of-district)
Upon approval of your waiver application, payment of your child's tuition is required before his/her enrollment and attendance at Carroll County Schools. Payment is accepted online by clicking the button below. Cash, check, and money order are also accepted at the Carroll County Schools Board Office located at 164 Independence Dr., Carrollton.
Pay Tuition on our Public Store
Pick "District Store" and choose "Nonresident Tuition". Make one payment and payment will be applied to all students in the household.

In the Portal, select "More" and then "Registration and Annual Update". Choose the "Waiver Application" for the desired school year.
Step 3 - Your waiver application will be evaluated based on several factors including availability in your selected Carroll County School.
